The line slides through the sinker and the fish is free to take line. Then, after a few seconds, the line is tightened until the angler feels weight, then sets the hook.

A slip sinker slides freely up and down the line. I like to leave a bit of the hook point exposed on a Texas rig, again for a better chance at hooking a fish.
